A SCATHING STATE AUDIT OF THE CSU’S NEW MANAGERIAL COMPUTER SYSTEM FINDS SERIOUS MISMANAGEMENT,
POSSIBLE CRIMINAL BEHAVIOR

The CSU’s Common Management System (CMS/PeopleSoft) has been years in the making but apparently without the kind of preparation and oversight that a responsible management would ensure.

Now a state audit of the new managerial computer system — one that was supposed to make administration of the whole CSU better — finds the CMS is fraught with problems and may not work.

What’s worse, costs are running high — more than $660 million so far.

That’s a lot of money for a public higher education system at any time. During a budget crisis it is unconscionable.

  • AB 491, (Assemblymember Manny Diaz, San Jose) addresses the concerns raised by the state auditor about the CSU's Common Management System (CMS) and would enact many of the auditor's recommendations. It would require the CSU administration to analyze and justify expenditures, avoid potential conflicts of interest, and disclose donations made by contractors to the university or its foundations. AB 491 would also require that the CSU administration protect electronic records containing confidential information about students, faculty, and staff.
