The Governor has proposed a new budget that will affect the CSU and other state agencies.
Proposals for the CSU:
- Cut $500 million from the CSU budget
- Provide $106 million to backfill equivalent one-time American Recovery and Reinvestment Act (federal ARRA) funds the CSU received in 2010/11.
- Increase student fee revenue projections to reflect the actions already taken by the Board of Trustees to increase student fees 5% mid- year and 10% for next year.
- Targeted reductions. The proposed budget contains language that states:
“These reductions are intended to minimize the fee and enrollment impacts on students by targeting actions that lower the cost of instruction and administration. The (governor's) Administration will work with the office of the Chancellor and Board of Trustees as well as stakeholders (including representatives of students and employees), to determine the specific mix of measures that can best accomplish these measures.”
Other Proposals
- Eliminate hundreds of redevelopment agencies throughout the state
- Cut nearly all state funding for local libraries
- Cut $1.7 billion to Medi-Cal
- Cut $1.5 billion to California's welfare-to-work program, also known as CalWORKs
- Cut $750 million from the Department of Developmental Services, which provides services and oversees them to the Regional Center system working in developmental disabilities
- Cut $500 million from UC
- Cut $400 million from community colleges and raise the student fee by $10 per unit
- Cut pay by 10% for 57,000 represented state employees who are not currently covered under collective bargaining agreements
- Eliminate child care assistance for low-income 11- and 12-year olds; decrease eligibility for middle-income families
- Reduce the number of hours In-Home Supportive Services workers could care for elderly and disabled residents
- Take $861 million in voter-approved Proposition 63 mental health money to replace general fund money now spent on mental health programs
- Eliminate transitional housing aid for 18-and 19-year-old foster youths
- Decrease the number of fire fighters assigned to each fire engine
