Bargaining Update: Factfinding moves to report-writing phase

On Jan 13, CFA and the Chancellor’s bargaining team concluded the presentation of evidence and the calling of witnesses. CFA will submit written summations, and await a final report in the coming weeks. 

The neutral factfinder also will consult with the panelists (one from CFA and one from CSU management) during this period.

The report, according to the impasse procedure spelled out in the Higher Education Employer-Employee Relations Act (HEERA), will make an advisory recommendation for settlement.

Once the report is completed, a “blackout period” of 10 days ensues, during which the sides can study it and, perhaps, renew talks toward an agreement. Per HEERA, after the 10 days, faculty will have the legal right to strike.
