On January 25, the California Public Employment Relations Board (PERB) issued an Unfair Practice Complaint against the CSU.

The complaint is based on CFA’s allegations against Fresno State for unilaterally changing compensation (with stipend rather than salary) and workload for faculty who perform student supervisions. Instead of meeting with CFA, the Fresno administration implemented a new pay and assignment scheme that avoided Collective Bargaining Agreement rights connected to entitlement, workload, healthcare eligibility, and retirement contributions. The complaint states that the CSU’s refusal to meet and confer was a violation of HEERA, the Higher Education Employer-Employee Relations Act. PERB found that the “conduct also interfered with the rights of bargaining unit employees to be represented by (CFA).” 

CFA looks forward to working with Fresno State to find a fair and equitable solution, but we will fight on if necessary.
